The British government is debating a provisional list of organizations that may be entitled to access to the activities on the web, by phone and fax numbers of Britons. The measure would be part of the Regulation of Investigatory Powers Act (RIPA), which would extend to local authorities the powers of investigation, so far reserved to the police.
